She could be a devil fruit user. If you think about it, Kuma can send people to the place they wanted to go, before he smacks them across the sea. And like someone said, it could be the White Beard Tattoo on her back, thats why she doesn't want to get involved in that war to fight her own nakama. Or she could of been someone from Luffy's childhood (Sister, Cousin, Neighbor, ex-gf) She can't possibly be his mom.
